This guy must’ve been completely drugged up to have done this. A guy called the police and reported that he found narcotics in a restroom. They contacted the man and seized the narcotics. But when they saw George Higgins he was displaying symptoms of recent drug use. He then later admitted to the deputies that the suspected narcotics belongs to him and got arrested.
I’ve never really done a hard core drug but I know people who have and who have and they said that it makes them trip out a lot. That they’ll think that someone is after them or they’re going to get caught things like that, I think that might’ve been what was going on in this guy’s head.

I think it's common for some people to have bad trips.  This guy could've been feeling paranoid when taking the drugs, and while he was tripping out, thought something horrible was happening so he called the police.  I think the police encounter several cases like this.  Hopefully he go the help he needed after this incident.
