I don't really think so, maybe for a small percent of the smoking population.  But we buy gas for outrageous prices because we have to... we could be savers and ride a bike or take the bus but we choose to pay it because it's convenient and we're used to it.  And cigarettes are similar, a smoker doesn't want to go through the hastle of quitting so they continue to pay because they have the relief of their cigarettes.
