One of the reasons substance abuse, particularly that of alcohol and drugs, has been, continues to be, and forever will be a problem is that the manufacture and consumption of them, particularly potent potables, is so engrained into our culture that we can't simply stop. 

We've been making wine and beer ever since the Egyptians first discovered how to ferment grapes and grains....that's a huge 4,000-year swath of time. Most people now know that the information about wine-making and brewing beer, not to mention other alcoholic beverages, is available either in books or on the Internet. Our most solemn rituals - weddings. baptisms, engagements, and even funerals, - often involve some ceremonial or even non-ceremonial drinking, and parties - especially those in which singles might be wanting to meet other singles - often feature lots of, well, partying.

Prohibition didn't work, and no matter how much some die-hard conservatives might wish otherwise, it won't work even if someone came up with a better version of it.
